Unlike some states, Hawaii does not require emissions testing for renewal, making the safety inspection the sole mandatory technical assessment.

Hawaii uses a metal license plate with registration emblems affixed to the upper right portion of the rear plate. Registrations expire annually and must be renewed in the county where the vehicle is registered. You can complete renewal at county offices, through online services, at self-service kiosks, or by mail, where available—but the safety inspection certificate must be obtained first.

Exemptions and Special Circumstances

New vehicles are exempt from safety inspection requirements for the first year of registration. According to HAR §19-133.2-3, new non-motor carrier vehicles shall be inspected on or before the date they are first sold and then every twelve months, two years after the date they are first sold.
